Steve Ortquist is a partner with Meade & Roach, LLP. His practice focuses on compliance program design, implementation and operation, and on health care regulatory and compliance matters including Stark and Anti-Kickback, False Claims matters, internal investigations, voluntary disclosures, compliance program effectiveness reviews, development of education & training programs and IRO services. Steve also advises Boards of Directors meeting their compliance oversight obligation, and on the effectiveness of compliance programs that they oversee.
Steve currently serves as President of the Health Care Compliance Association. He has been a member of the HCCA’s Board of Directors since 2003. He also serves as a member of the Audit and Compliance Committee of the Board of Directors for Catholic Healthcare West—one of the largest faith-based non-profit health systems in the United States.
Before joining Meade & Roach, Steve served as Senior Vice President of Ethics and Compliance & Chief Compliance Officer for Tenet Healthcare Corporation. During his time at Tenet, Steve helped negotiate the Corporate Integrity Agreement that resulted from Tenet’s landmark $900 million false claims settlement, and led Tenet’s development of the infrastructure to manage the Corporate Integrity Agreement. Prior to joining Tenet, Steve held the roles of Vice President, Ethics & Compliance for Banner Health in Phoenix, and as Director of Corporate Compliance for Rush University Medical Center in Chicago. In each of these compliance officer roles, Steve assisted with successful resolution of significant false claims investigations, and was responsible for designing compliance programs that helped each organization negotiate less onerous integrity agreements with the Office of Inspector General for the Department of Health and Human Services. His previous professional experience includes law practice with another boutique law firm specializing in health care regulatory and transactional work, and serving as Chief Financial Officer for a multi-state physician practice.
Steve received his BA from John Brown University in 1987, and his JD from Wake Forest University in 1996. He is licensed to practice law in Michigan, Illinois and the District of Columbia and has written and spoken extensively on health care legal and compliance topics. He is an editor of the Health Care Compliance Professional’s Manual, the leading industry resource for the compliance professional.
